The most respected un-written rule is that a Hot Rod is any pre 1949 vehicle that has been modified/ customised to go faster (or replica thereoff). 1949 was when split screens came in and I suppose leaving it pre 49 respects that era after WW2 when the US forces returned home and started modifying.

In the UK modified cars were called Specials.
